A man stands next to his horse and wagon that is beside the apartment building at 130-134 Washington St. He is near the Chicago & Northwestern depot (which is behind him). Today there is a sidewalk that allows access from Washington St. and the Metra lot on Throop St.
Heavy electric poles indicate that it is probably after 1897 when the city power plant was built and wires strung.
